Ashland County Grand Jury Returns 34-Count Indictment Against Brandon Mosher

ASHLAND COUNTY, Ohio — The February Grand Jury has returned a 34-count indictment against Brandon Richard Mosher, 37, following a lengthy investigation led by the Bureau of Criminal Investigation, and Ashland County Sheriff’s Office. The indictment outlines alleged criminal conduct spanning more than a decade, involving felony and misdemeanor charges including pandering sexually oriented material involving minors, illegal use of minors in nudity-oriented material, tampering with evidence, identity fraud, theft in office, telecommunications harassment, and the nonconsensual dissemination of private sexual images.

The alleged offenses occurred primarily in Ashland County, with one count also citing Sandusky County, and are alleged to have taken place between May 2013 and August 2025.

Major Felony Charges Involving Minors

A significant portion of the indictment focuses on alleged offenses involving minors. The grand jury yesterday returned multiple second-degree felony counts alleging Mosher knowingly created, reproduced, published, distributed, exhibited, or possessed obscene or sexually oriented material involving minors.

These charges include repeated counts of:

Pandering sexually oriented matter involving a minor

Pandering obscenity involving a minor

Illegal use of a minor in nudity-oriented material or performance

According to the indictment, several of these alleged offenses occurred on specific dates in July and August 2024, while additional counts reference alleged conduct dating back to May 25, 2013, as well as September 2020, February 2021, and other time frames.

Each of the pandering counts is classified as a felony of the second degree, while multiple illegal-use counts are classified as felonies of the fifth degree.

Tampering With Evidence

Mosher is also charged with tampering with evidence, a third-degree felony, alleging that between September 7, 2022, and August 21, 2025, he knowingly altered, destroyed, concealed, or removed records, documents, or items while aware that an official proceeding or investigation was underway or likely to occur.

Prosecutors allege the actions were taken with the purpose of impairing the value or availability of evidence related to the investigation.

Possessing Criminal Tools and Forfeiture Specification

The indictment includes a fifth-degree felony charge of possessing criminal tools, alleging Mosher used or controlled electronic devices for criminal purposes. The listed items include:

A Samsung S21 cellular phone

A Samsung S24 cellular phone

A Lenovo work computer

The grand jury further included a forfeiture specification, alleging the devices constitute contraband, property derived from criminal activity, or instrumentalities used to commit or facilitate felony offenses. Prosecutors are seeking forfeiture of those devices under Ohio law.

Identity Fraud Allegations

Mosher was indicted on three counts of identity fraud, each a felony of the fifth degree. According to the indictment, between September 1, 2020, and August 21, 2024, Mosher allegedly used or possessed another person’s personal identifying information without consent, with intent to hold himself out as another individual.

Theft in Office

One count alleges theft in office, a felony of the fifth degree, claiming that between July 29, 2024, and December 29, 2024, Mosher committed a theft offense while acting as a public or party official. The indictment alleges he used his position, or permitted it to be used, to facilitate the offense.

The count notes that, under Ohio law, jurisdiction for the offense applies to Ashland County and/or Sandusky County.

Harassment and Image-Related Charges

The indictment also includes multiple misdemeanor charges, including:

Two counts of telecommunications harassment (first-degree misdemeanors), alleging repeated unwanted communications made knowingly between July and December 2024

One count of nonconsensual dissemination of private sexual images (third-degree misdemeanor), alleging Mosher knowingly shared intimate images of an adult without consent and with intent to harm, during August 2024

Mosher remains out on bond. Jury trial date has been scheduled for March, 03, at 8:30 AM.

As with all criminal cases, the indictment represents allegations only. Brandon Richard Mosher is presumed innocent unless and until proven guilty in a court of law.
