Ashland Man Dubbed “The Shoe Bandit” Held on $100,000 Bond Following Burglary Arrest

ASHLAND, OH — An Ashland man known as “the shoe bandit” was arrested in the early morning hours of July 12 in connection with a burglary on East Eighth Street. Tommy Norris, 51, who resides in the 600 block of Cottage Street, is accused of stealing two pairs of shoes from a residence—gold-colored Pumas and blue-and-white Nike sneakers, with a combined value of $150.

The burglary occurred around 1:15 a.m., according to a report filed by the Ashland Police Department. Investigators say Norris unlawfully entered the home with the intent to commit theft, leading to a third-degree felony burglary charge under Ohio Revised Code 2911.12(A)(3).

Ashland Police Capt. Craig Kiley said, “We’re still sorting through this,” noting the investigation has been ongoing since at least 2024. He credited both patrol officers and the detective bureau for “solid police work” leading to the arrest.

Norris appeared by video before Ashland County Magistrate Emily M. Bates on July 15 for a bond hearing. He was unrepresented at the time but was granted a court-appointed attorney after an indigency determination. Attorney Zachuary Meranda will represent him moving forward.

During the hearing, Assistant Prosecutor James Reese argued for a high bond, citing Norris’ criminal history, which includes prior felonies related to domestic violence and impaired driving. Reese also voiced concern about Norris unlawfully entering a residence and potential substance abuse issues.

Norris denied ever being charged with theft in the past and expressed a desire to use his home as collateral for bond.

The court ultimately set bond at $100,000, with conditions that include:

    Personal recognizance agreement.

    Prohibition from leaving Ohio without court permission.

    Mandatory compliance with state laws and court orders.

    Prohibition of drug, alcohol, and THC use.

    Enrollment in a court-monitored drug testing program upon release.

    No contact with the alleged victims.

Norris remains in custody at the Ashland County Jail. His next court appearance is scheduled for Thursday, July 17 at 1:15 p.m. via video unless he posts bond and appears in person at the Ashland County Court of Common Pleas.
