Combating Drug Addiction in Ashland County

The Ashland County Prosecuting Attorney’s Office, UH Samaritan Foundation, Ashland County Community Foundation, James and Barbara Chandler, and local Law Enforcement leaders held a press conference today at 1:30pm, at UH Samaritan, at 663 East Main Street, in Ashland to talk about the new technology soon to be utilized by our local Law Enforcement, in combating drugs in Ashland County.

“The MX908 is a handheld machine that can be used by local officers to identify suspected narcotics in minutes.” Ashland County Prosecuting Attorney Christopher R. Tunnell said, “The report it generates is laboratory quality and fully admissible in every court. This level of innovation at the local level will revolutionize the way we as a community respond to illegal drugs.”

“To understand why this is such a huge game changer, you need to understand the hole in our current system. Law enforcement and the mental health community have had a long-standing partnership when it comes to the drug epidemic in Ashland County. Appleseed and ACCADA have placed on-site resources inside the Ashland County Jail,” Commented Tunnell.

Tunnell went on to say, “Those agencies coordinate care with the jail’s medical staff, which consists of around the clock nursing staff and a supervising physician. The jail serves as the initial point of contact for the vast majority of addicts in Ashland. They are detoxed in a controlled setting, under appropriate medical care. There are also linkage programs that put them in touch with recovery services both in and out of jail.”

“Currently, laboratory confirmation of the suspected narcotics is needed to maintain a criminal charge. The substances we see on the street are so corrupted with all the things dealers add to extend the product, the presumptive testing officers could conduct is often not reliable. In short, we don’t know what is in the bag of drugs and neither do the addicts.” Tunnell explained. “If we arrest the suspect, the clock begins to run on an evidentiary hearing at which the State must present evidence to sustain the charge. We can’t carry that burden of proof in the absence of a lab report. In our large quantity cases (quantity of drugs are in excess of the bulk amount), we do have the ability to prioritize the testing within the time frame for the evidentiary hearing. We are immediately arresting those folks and initiating prosecution. Those are almost always people who are dealing. It’s the day to day addicts who carry just enough to use that this machine concerns. The “low level” cases.”

“Those lab reports take four weeks to six months to complete. Officers who come into contact with the suspects relieve them of the suspected drugs, but must release the suspect so as not to trigger the court clock. Those addicts are asked to attend treatment of course, but there isn’t any mandatory motivation brought by the criminal justice system until the labs return. In the meantime they continue doing what they do.

Unfortunately, the bulk of non-drug crimes are committed by exactly these people. That’s to say nothing of concerns about the suspect’s health or the ongoing impact addiction has on their families.” Tunnell Concluded with, “This machine, on site in Ashland, used by officers from every agency countywide, would allow the immediate arrest of the suspect, the immediate end of doing what they do, the immediate entry into a controlled environment where they can receive both help and consequence. The presence of an MX908 would make an immediate and lasting impact on every citizen in Ashland County.”

Tunnell announced that generous donations from UH Samaritan Foundation, ACCF, and the James and Barbara Chandler Charitable Fund have been made to the Prosecutor’s Office, for the acquisition and deployment of a MX908.

Ashland County Sheriff’s Office is asking for the public’s help to identify two females, in regard to an incident at the Fin Feather Fur in Ashland, on March 14th 2023.

Today Ashland County Prosecuting Attorney Christopher R. Tunnell released ten (10) felony indictments issued by the Ashland County Grand Jury which met for one day in March. The Grand Jury issued a total of sixteen (16) indictments, against sixteen (16) persons, six of which remain sealed because they have not been served as of today’s date.

OPERATING A VEHICLE UNDER THE INFLUENCE OF ALCOHOL, A DRUG OF ABUSE OR A COMBINATION OF THEM – OVI, a felony of the fourth degree.

FURTHERMORE, within ten years of the offense, Samuel Swiger was previously convicted of or plead guilty to three violations of division (A) or (B) of this section or other equivalent offenses, to wit: Ashland Municipal Court case no. 19TRC05443 and Ashland Municipal Court case no. 14TRC04860 and Ashland Municipal Court case no. 13TRC01897.

SPECIFICATION ONE TO COUNT ONE:

The Grand Jurors further find and specify that the offense as stated in Count One was committed while the said Samuel Swiger is the owner and/or possessor of a 2005 Chrysler 300 with Ohio license plate no. JXH3202, which was contraband and/or property derived from or through the commission or facilitation of the offense, and/or was an instrumentality the offender used or intended to be used in the commission or facilitation of the offense, which is subject to forfeiture pursuant to 2941.1417(A) and 4503.234 of the Revised Code.

COUNT TWO: OPERATING A VEHICLE UNDER THE INFLUENCE OF ALCOHOL, A DRUG OF ABUSE OR A COMBINATION OF THEM – OVI a felony of the fourth degree.

In that on or about February 25, 2023, in Ashland County, Ohio, Samuel Swiger, within twenty years of the conduct described in division (A)(2)(a) of this section, having previously been convicted of or pleaded guilty to a violation of this division, division (A)(l) or (B) of this section, or a municipal OVI offense, did both of the following: operate any vehicle, streetcar, or trackless trolley within this state while under the influence of alcohol, a drug of abuse, or a combination of them and subsequent to being arrested for operating the vehicle, streetcar, or trackless trolley as described in division (A)(2)(a) of this section, being asked by a law enforcement officer to submit to a chemical test or tests under section 4511.191 of the Revised Code, and being advised by the officer in accordance with section 4511.192 of the Revised Code of the consequences of his refusal or submission to the test or tests, refused to submit to the test or tests, in violation of Ohio Revised Code

FURTHERMORE, within ten years of the offense, Samuel Swiger was previously convicted of or plead guilty to three violations of division (A) or (B) of this section or other equivalent offenses, to wit: Ashland Municipal Court case no. 19TRC05443 and Ashland Municipal Court case no. 14TRC04860 and Ashland Municipal Court case no. 13TRC01897.

FURTHERMORE, within twenty years of the offense, Samuel Swiger was previously convicted of or plead guilty to five violations of division (A) or (B) of this section or other equivalent offenses, to wit: Ashland Municipal Court case no. 19TRC05443 and Ashland Municipal Court case no. 14TRC04860 and Ashland Municipal Court case no.

13TRC01897 and/or Elyria Muni 2007TRC07203 and/or Elyria Muni 2005TRC06302 and/or Elyria Muni 2003TRC00117.

SPECIFICATION ONE TO COUNT THREE: (Section 2941.1417(A) of the Ohio Revised code)

The Grand Jurors further find and specify that the offense as stated in Count Three was committed while the said Samuel Swiger is the owner and/or possessor of a 2005 Chrysler 300 with Ohio license plate no. JXH3202, which was contraband and/or property derived from or through the commission or facilitation of the offense, and/or was an instrumentality the offender used or intended to be used in the commission or facilitation of the offense, which is subject to forfeiture pursuant to 2941.1417(A) and 4503.234 of the Revised Code.

In that on or about January 1, 2019 through May 2, 2019, in Ashland County, Ohio, David Owens, did engage in sexual conduct with “John Doe” (DOB: XX/XX/2006) who was not the spouse of the offender, whose age at the time of the said sexual conduct was less than thirteen years of age, whether or not the offender knew the age of “John Doe”, in violation of Ohio Revised Code Section 2907.02(A)(1)(b), 2907.02(B), RAPE, a felony of the first degree.

COUNT FIVE: UNLAWFUL SEXUAL CONDUCT WITH A MINOR a felony of the second degree.

In that on or about May 3, 2019 through November 18, 2019, in Ashland County, Ohio, David Owens, was eighteen years of age or older, to wit: David Owens was born on XX/XX/1960, and did engage in sexual conduct with another person, “John Doe” (DOB: XX/XX/2006), who was not the spouse of the offender, when the offender knew the other person was thirteen years of age or older but less than sixteen years of age, or the offender was reckless in that regard, to wit: “John Doe” was born on XX/XX/2006, in violation of Ohio Revised Code Section 2907.04(A), 2907.04(B)(4), UNLAWFUL SEXUAL CONDUCT WITH A MINOR, a felony of the second degree.

FURTHERMORE, David Owens was previously convicted of or pleaded guilty to a violation of Section 2907.02, 2907.03, or 2907.04 of the Revised Code or to a violation of former Section 2907.12 of the Revised Code, to wit: the said David Owens was sentenced on May 13, 1991 in Common Pleas Court, Ashland County, Ohio, of ORC Section Sexual Battery, in Case No. 6682.

COUNT SIX: UNLAWFUL SEXUAL CONDUCT WITH A MINOR a felony of the third degree.

In that on or about May 3, 2019 through November 13, 2019, in Ashland County, Ohio, David Owens, was eighteen years of age or older, to wit: David Owens was born on XX/XX/1960, and did engage in sexual conduct with another person, IlJohn Doe” (DOB: XX/XX/2006), who was not the spouse of the offender, when the offender knew the other person was thirteen years of age or older but less than sixteen years of age, or the offender was reckless in that regard, to wit: “John Doe” was born on XX/XX/2006, in violation of Ohio Revised Code Section 2907.04(A), 2907.04(B)(3), UNLAWFUL SEXUAL CONDUCT WITH A MINOR, a felony of the third degree.

Ashland County Sheriff’s Office Bomb Squad Activated Today

Today, the Ashland County Sheriff’s Office Bomb Squad was activated around 10am following a concerning discovery, with Perrysville Fire & EMS on stand-by at the intersection of State Route 95 and County Road 1075 as the bomb squad addressed the situation.

A citizen had found a box of Dynamite sticks estimated to be around 40 years old, with some signs of crystallization, making them potentially unstable. Josh Early, the Ashland County Bomb Squad Team Commander, and Bomb Technician Joe Titus worked to safely dispose of the dynamite using a specialized compound, without any incident.

The Ashland County Bomb Squad Team serves Ashland, Knox, and Richland Counties and has also assisted Crawford and Marion Counties. With the aid of two robots acquired through grants, the squad handles various calls, including threats, suspicious packages, and improvised explosive devices.

In 2007, the Ashland County Sheriff’s Office became the 19th FBI certified Bomb Squad in Ohio. All squad members are certified hazmat technicians, and the squad has two certified bomb technicians. To maintain their certification, members attend annual classes for updates and new information.

Responding to approximately 35 to 40 calls per year, the Bomb Squad plays a crucial role in public safety, assisting local SWAT/SRT teams during standoff situations. Today’s activation highlights their ongoing commitment to ensuring the safety of the community.

Advocates For Families Celebrates New Location

ASHLAND – For the staff, board members and clients of Advocates For Families, the new office at 270 Sandusky Street feels like home.

The local nonprofit agency moved there last month, following a turn of events that has left the organization’s leaders feeling deeply grateful, and more connected to the Ashland community than ever before.

The narrative involves many members of the community—donors, property owners, the local community foundation, and organization staff, board members and volunteers— each doing what they could to make the organization’s dream location a reality.

Advocating For Families

Founded in 1985 as Ashland Parenting Plus to help teen parents with their parenting skills, the organization has grown to offer a wide range of services in support of children, youth, parents and families.

The organization recently rebranded with the new name Advocates For Families to better reflect its mission and programming. Today, Advocates For Families employs more than 20 people and serves hundreds of clients each year. Services include Parent Support Services, Youth Intervention Mentoring, Teen Pregnancy Prevention and Family Wraparound services. The organization also runs the volunteer-based Court Appointed Special Advocate (CASA) Program to advocate on behalf of neglected and abused children in the juvenile court system.

Until its recent move to Sandusky Street, Advocates for Families did its work from rented office space at the Ashland County Service Center on Ohio 60. As a former nursing home and the site of the Ashland County-City Health Department, the location felt sterile and not particularly homelike.

A Community Effort

The story of the move began in early 2022, when Ashland County notified Advocates For Families its organization would need to move out of its rented space in the Ashland County Service Center by the end of last year. The county was preparing to sell the building to Ashland County-West Holmes Career Center and move its own health department and emergency management offices into the city.

“The board and myself looked at multiple locations,” Advocates For Families executive director Catherine Swope said. “We looked and looked, and the places available were very limited, and none of them were ADA compliant, so we were really struggling to find a space.”

Swope thought of the vacant building at 270 Sandusky Street—her former dentist’s office— and reached out to the building owner to express interest. She loved the location and the building enough that she communicated with the owner several times, but the asking price was too far out of reach.

While negotiating with the building owner, Swope reached out to Ashland County Community Foundation for support. ACCF President/CEO Jim Cutright tried several avenues to help the organization secure a low-interest loan. He ended up talking with local philanthropists Bob and Jan Archer, who graciously agreed to help with financing. But by then, the building owner had increased his asking price, and the deal fell through.

By October, organization leaders were feeling desperate. They reluctantly decided to sign a lease to rent a portion of the old Huntington Bank building in downtown Ashland. To get the amount of space they needed, they would have to settle for a disjointed office—half upstairs and half downstairs, with separate entrances and no client access to the upstairs portion.

While organization leaders were grateful to building owner Nate Crosby for his efforts to accommodate them, the space just wasn’t right.

“That Friday night, I was just tossing and turning and praying, saying, ‘I just don’t feel good about this rental. I don’t think this is the one,’” Swope recalled. “And the Lord was like, ‘Ask one more time.’”

So Swope reached out to the owner of the Sandusky Street building one more time, and he agreed to sell it for $300,000—less than half his initial asking price.

The organization had saved some money in reserves in preparation for the anticipated move, but not nearly enough to fund the purchase.

As Swope was visiting banks in a scramble to secure financing, Cutright called her into the Community Foundation’s office to tell her the good news. The Archers had decided to give Advocates For Families $150,000 toward the purchase of the building.

“I had such empathy for their situation, and felt compelled to try to help,” Cutright said. “The Archers are the heroes of this story, but I’m grateful that ACCF could play a role in facilitating this connection between caring donors and an important community need.”

Advocates For Families used their reserve dollars and took out a small, short-term loan for the remainder of the building cost. The organization was able to pay off the loan in just two months, so it now owns the building outright.

The organization gained occupancy of the building last November. Since then, more than 50 volunteers have spent more than 500 hours cleaning and remodeling the building to transform it from a dental office into a functional and comfortable space for Advocates For Families’ staff and clients.

“It really feels like the right place for us,” said Kim Tanner, Advocates For Families board president. “When I walk in here, I am overwhelmed with the feeling of this facility. It’s a very warm, inviting, welcoming place.”

Before laying the new flooring, organization leaders invited local pastors and community leaders to sign and write blessings on the subfloor, creating what Swope describes as a “solid foundation” for the space.

The building’s interior now has a comfortable, eclectic vibe, featuring donated items like doors and televisions from many community individuals and entities.

“We really just want to thank everyone who sacrificed to get us to this place,” Swope said, looking around the new office and marveling at the support of many community members who came together to make the move happen.

An Open House

In that spirit of gratitude, Advocates For Families is opening its doors for an Open House from 4:30 to 6:30 p.m. March 29. Staff and volunteers look forward to inviting community partners, neighbors and the public in to see the new office and learn about the organization.

Tanner believes that even after decades in Ashland County, there’s a lack of knowledge in the community about what the organization does. But for Tanner, Advocates For Families seems like the embodiment of the popular quote, “Be the change you wish to see in the world.”

“Cynics will say, ‘well, what can I do? There’s nothing I can do,’” Tanner said. “But actually, there are things we can do that really matter. I’ve been involved with other nonprofits, served on other boards, but this one feels like our feet are on the ground in a different kind of way.”

Swope said above all, the organization strives to instill hope in its clients by believing in them and building up their strengths.

“What a cool job I have that I get to meet with people and see the good in them, and help them to see the good in themselves, especially when they’ve been told their whole lives that there’s nothing good in them,” she said.

Swope hopes that with the organization now in the heart of town, Ashland residents will come to see it as a place for everyone, free of stigma.

“We have folks from all walks of life,” she said. “It’s not just for bad kids or bad parents, it’s for anybody who wants to learn good decision-making skills, good life skills, and good parenting skills. We’re really for everybody.”

A portion of County Road 775 in Green Township will be closed Monday, May 22nd through Tuesday, May 23rd for a culvert replacement.

 

The road will be closed between County Road 2175 and County Road 2256. More specifically between House # 2314 and House # 2284.

 

It is anticipated that the road will reopen on Tuesday, May 23rd.

ASHLAND POLICE DIVISION’S 2023 AWARDS BANQUET

On February 18, 2023, Division personnel gathered at Water’s Edge Event Center for the Ashland Police Awards Banquet, the first of what is planned to be an annual event. The ceremony marked the culmination of procedural changes to how the Division will administer awards in the future. In addition to the Division issued awards, State Representative Melanie Miller was present to recognize APD personnel with certificates of commendation from the 67th Ohio House District. During the ceremony, the following employees were recognized for their exemplary service in 2021 and 2022.

At the start of the ceremony, Police Recruits Chelsie Betancourt and Soren Osicka were recognized for the successful completion of the core requirements for the Ohio Peace Officer Training Academy at North Central State College.

He is an Ashland High School graduate and attended North Central State College. Tevin worked at a local convenience store before becoming a police officer. Managers and customers alike have commented about how much they missed speaking with him daily, since he left. Tevin routinely volunteers for community events and many organizers have praised his demeanor. In addition to his duties as a patrol officer, Tevin volunteers his time to the Division’s Reach Out Cops and Kids initiative, and Team Focus. Team Focus is a mentoring program for young men without fathers. Those young men are lucky to have Tevin as a role model. The Ashland Police Division is proud to call him one of our own.”

We have mostly focused on wooded areas where he could have found shelter. We believe an airplane may have covered the red areas.
